Government to enforce ‘no work, no pay’ policy

DIMAPUR — Emphasising on the importance of regular attendance of officers and staff at the Secretariat and directorates, Nagaland Chief Secretary, J Alam, informed that ‘no work, no pay’ policy would be strictly enforced. He, therefore, urged the administrative head of departments (AHOD) and head of departments (HOD) to strictly monitor attendance in the coming days.

Alam made this statement during the meeting of AHOD and HOD at the Secretariat conference hall in Kohima on Wednesday. The chief secretary, who chaired the meeting, urged the officers to strictly monitor attendance of their staff at the Secretariat and directorates saying that the ‘no work, no pay’ policy would be strictly enforced, stated a DIPR report.

Alam also instructed all the head of departments to provide clear instructions to district officers to be present and maintain close coordination with district administration for proper implementation of various schemes and programmes.

He made special instructions to the district officers to give equal attention to all districts in case of holding charge of more than one district. It was also decided that a new system of APARs would be introduced whereby deputy commissioners of respective districts would assess the performance of the officer holding charge of more than one district.

On the implementation of e-office, Alam informed that the e-office system is being started on pilot basis in four departments but would gradually be implemented in other departments.

The Information Technology (IT) department made a presentation on the new online platform available at services.nagaland@gov.in for hosting government services in an online mode.

The IT&C department also made a powerpoint presentation on the status of the updating of departmental websites. It was noted that almost 75 departmental websites were being regularly updated.

In response, the chief secretary commended the departments for proactively working with IT&C departments to update their websites.

The Finance department briefed on the new system of placing central and state share funds of centrally sponsored schemes together leading to faster releases departments and timely execution of targeted developmental schemes.

The meeting covered various agendas including preparations for Statehood Day, preparations for Hornbill Festival 2023, facility of temporary PIMS granted to ease hardship for various government employees in getting their salaries, implementation of centrally sponsored schemes and monitoring, and timely submission of utilisation certificates.
